THE SPEECH BY THE REPRESENTATIVE OF DIPLOMATIC CORP ON THE SADC WEEK HELD IN THE PROVINCE OF CABO DELGADO FROM 09TH TO 17TH AUGUST 2019
(Greetings omitted here)

Let me start by expressing our profound gratitude to the Government of the Republic of Mozambique, and by extension thereof, the Cabo Delgado local Government authorities, for the warm hospitality and courtesies that have been extended to the SADC Group since our arrival in your beautiful city of Pemba.

I also take this opportunity to express our unwavering support and solidarity as SADC, with the Government and people of the Republic of Mozambique, following the recent natural disasters, that is, cyclones Idai and Kenneth, in central and northern Mozambique, in which it resulted in the loss of lives, destruction of crops, farmlands, as well as public and private infrastructure. In this regard, on behalf of the SADC Diplomatic Corps in Mozambique and indeed my own behalf, we reiterate our sincere condolences and solidarity to the government and people of the Republic of Mozambique, especially the bereaved families. May the souls of those who perished in these calamities forever rest in peace.

(Mentioned the donation offered by the SADC Diplomats to Fundação Semente da Esperança, in Pemba, in foodstuff, sport and school materials, items for hygiene, etc. worth 110,700 Meticais)

Your Excellency, we are gathered here today to pay tribute to

the existence of the Southern African Development Community (SADC), and to mark the commencement of the 39th SADC Summit, currently taking place in Dar es Salaam. SADC continues to make leaps and bounds, in advancing and improving the livelihoods of its citizenry and advancing its common agenda for the region.

In this regard, SADC adopted during the 38th Summit of the Heads of State and Government held in Windhoek, the theme “Promoting Infrastructure Development and Youth Empowerment and Sustainable Development”.

This theme demonstrates, the resolve and commitment by the SADC region, to address issues pertaining to youth empowerment, employment and development, as well as food security, particularly as the effects of climate change is being felt more acutely in the region.

The choice of the theme of the SADC week in Pemba, “Empowerment of Youth in Agriculture towards Food Security” is of significance in the region, which reminds the youth, and indeed governments, of the importance of agriculture towards promoting sustainable and equitable socio-economic growth and development that will ensure poverty eradication, enhance the standard and quality of life of its people and beyond.

In light of the foregoing, the SADC Group in Mozambique, reiterates its commitment to continue working with the government and people of Mozambique, to address the role youth empowerment, in agriculture towards food security.

Your Excellencies, Distinguished Guest Ladies and Gentlemen, it is imperative that as we forge ahead as a region, in light of our Regional Indicative Strategic Development Plan (RISDP) and the Strategic Indicative Plan for the Organ (SIPO) and its related elements thereof, including the Industrializations, Strategy and Roadmap (2015 – 2063), as well as its Action Plan, Regional

Integration as well as trade and investment issues, amongst others, we should as SADC countries, take collective effort, share experiences, expertise and technology, to ensure full implementation of these development orientated strategies.

We are also very sensitive to the Strategic Indicative Plan of the Organ, which calls upon us to work collectively towards peace, security and stability in our region as the foundation for future economic growth and integration as well as prosperity for all the people of our region.  To this end, it is imperative that we diversify our economies and advance it beyond the export of primary goods and develop strategies to add value to the natural resources that abound in our region.

Your Excellencies, allow me at this juncture to commend on behalf of the SADC Missions in Mozambique, the Government, the main opposition political party, the Mozambique National Resistance (RENAMO), and indeed, the people of Mozambique, for the signing of the Peace and Reconciliation Agreement on the 6th of August in Maputo, marking a historic moment towards sustainable peace in Mozambique.

We in SADC remain committed to supporting the peace process in Mozambique, for the livelihood and security of the people of Mozambique and the SADC region at large.

In light of the themes highlighted above, it is critical that the general population, in particular the youth, play an important role, to ensure sustainable peace in our region.

Your Excellencies, Tanzania is assuming the Chairmanship of the SADC bloc from Namibia at the 39th Summit taking place in Dar es Salaam on 17th to 18th August 2019. The theme of the 39th SADC Summit is “A Conducive environment for inclusive and sustainable industrial development, increased intra-regional, trade and job creation”.

In this regard, the Government of the United Republic of Tanzania has adopted the main priority for its Chairmanship as industrialization in line with the SADC Strategic blueprint and the revised Regional Indicative Strategic Development Plan of (2015 -2020) which frontloads industrialization as the overarching priority for the region and it is only through technological and economic transformation that the aspirations of the founders of SADC can be achieved. As a Region we need to significantly increase the industrial capacity by promoting manufacturing and value added products from agriculture. It is therefore the interest of our region to ensure that Youth who will be the leaders of industrialized SADC we envisage are equipped with necessary tools required to govern Industrialized Nations.

Your Excellencies, to conclude, let me once again express our sincere gratitude to the Government of the Republic of Mozambique, in particular, the Province of Cabo Delgado, for the warm hospitality extended to the SADC delegation since arrival.

Thank you all for your attentive liserning

Asante Sana,

Muito Obrigada,

Siyabonga,

Merci Beucoup,

Ke a leboha,

Tino tenda.

8.            The theme of the celebrations in 2019 “Empowerment of Youth in Agriculture towards Food Security” is a call for the youth to reflect about their role to make the same theme a reality.

9.            The youth is urged to play the role based on the ideals of the founders of the Organization in order to overcome the challenges that still resist such unemployment.

10.            The youth is urged to start an economic revolution based on Agriculture. Thus, the Government of Mozambique has done the following:

 a)     In coordination with the National Investment Bank (BNI), the Government created a severance fund amounting to 260 million Meticais through which small projects can be funded in the areas of processing units of cashew nut, horticulture, poultry farming, production of sorghum, access to the market and others.

 b)    BNI has funds amounting six billion Meticais in funding lines for the entire value chain and agribusiness, including technical assistance to producers, particularly young people.

 c)     The Zambeze Valley Development Agency provides resources for various purposes, mainly for small projects of poultry farming and of vegetables, with the aim of developing a new market-oriented generation of producers.

 d)    Other initiatives, such as Value Chain Development Projects in the Maputo and Limpopo Corridors,  where there was an initiation of 407 youths in the production of vegetables, examples of which include tomatoes, lettuce, cauliflower and pepper.

e)     In agricultural mechanisation programme, more than 100 million Meticais for projects geared exclusively to the youth, where poultry farming and horticulture are the most privileged areas.

f)      The above initiatives aim at ensuring that the Mozambican youth has opportunities to start agriculture that makes a difference in the transformation of agriculture and subsistence for market-oriented agriculture.

g)     Young people are urged to use the above opportunities to contribute for the national development. These initiatives are for youngsters and it does not make a sense the country continues to complain about unemployment.
