Structure of the SADC National Commission in Mozambique (CONSADC)

The structure of CONSADC consists of:

Introduction
       CONSADC was created by a Presidential Decree on 25th March 2003 and the Cabinet approved the Regulation of CONSADC on the same date.
       CONSADC activities are governed by the Mozambican Law.

The structure of CONSADC consists of:

Chairperson
The Chairperson of CONSADC is His Excellency the Minister of Foreign Affairs and Cooperation.
 
Plenary

The Plenary is the highest body in the hierarchy of CONSADC and meets at least once a year. It consists of Ministers and Chief Executives of the Non-Governmental and Civil Society Organisations, Trade Unions, Private Sector and other associations.

The Plenary consists of 42 members:
       19 Ministers,
       the Governor of the Central Bank,
       the Chaiperson of the National Institute of Statistics,
       the director of Mozambique Information Office,
       the Executive Secretaries (i) of the National Council for the Fight Against AIDS, and (ii) of the National Youth Council; and
       18 representatives of non-state actors.

 Each of the four clusters meets separately at ministerial level, at least twice a year. The compositions of the clusters are as follows:

Technical Cluster Groups
Each of the four clusters meets separately at technical level, once a month. The meetings are attended by staff appointed by the members of the Plenary.

Provincial Contact Points
Each Province has a CONSADC Contact Point who has been appointed by the respective Governor, namely:

1. Cabo Delgado Province: Provincial Director, Economy and Finance
2. Niassa Province: Provincial Director, Transport and Communications
3. Nampula Province: Provincial Director, dos Transport and Communications
4. Zambézia Province: Provincial Director, Industry and Trade
5. Tete Province: Provincial Director, Labour, Employment and Social Security
6. Manica Province: Provincial Director, Agriculture and Food Security
7. Sofala Province: Provincial Director, Transport and Communications
8. Inhambane Province: Provincial Director, Transport and Communications
9. Gaza Province: Provincial Director, Industry and Trade
10. Maputo Province: Provincial Director, Transport and Communications
11. Maputo City: Provincial Director, Industry and Trade

 
Secretariat
The Secretariat has fully dedicated premises and is funded through the State Budget. Its structure is as follows:

 One Director – Full time at the Ministry of Foreign Affairs and Cooperation
One Deputy Director – Full time at the Ministry of Foreign Affairs and Cooperation

The Department of Planning also services the Clusters of (i) Infrastructures and Services and (ii) Trade, Industry, Finance and Investment. It also assists six provinces: Maputo City, Inhambane, Sofala, Tete, Zambézia and Niassa.

 The Department of Documentation also services the Clusters of (i) Food, Agriculture and Natural Resources and (ii) Social and Human Development and Special Programmes. It also assists five provinces: Maputo Province, Gaza, Manica, Nampula and Cabo Delgado.

Secretariat
The Secretariat has an Advisory Committee that meets once a month and is chaired by the CONSADC Director. Its composition is as follows:

       Coordinators of the Technical Clusters from the Ministries of
     (i) Health,
     (ii) Agriculture and Food Security,

 Other relevant information: SADC Day: 17th August

       Mozambique celebrates the SADC Day throughout the year by disseminating the legal instruments of the Organisation, namely, the Treaty, Protocols, Declarations, Charters and Memoranda of Understanding.

       Each year, one province is appointed to host the main celebrations of the SADC Day, from 10th to 17th August. A Government Ministry is also appointed to chair the main ceremonies on 17th August.

       All the ten SADC Diplomatic Missions residing in Maputo City participate in the planning of the commemorations and attend the events.

       On 10th August, there is a launching ceremony in the hosting province with speeches delivered by the (i) Minister of Foreign Affairs and Cooperation, (ii) Governor of the hosting Province, (iii) Mayor of the City.

       Other speeches are delivered on 17th August, by the following entities: (i) Minister in charge of the commemoration in a given year, (ii) Governor of the hosting Province, (iii) High Commissioner or Ambassador of the country that is chairing SADC in a given year or the Dean of SADC High Commissioners and/or Ambassadors, (iv) Mayor of the City.

The three winners at national level of the SADC Secondary School Essay competition receive their prizes during the SADC Day main commemoration ceremony. Transport and subsistence allowances for accommodation and food are provided for the winning students, some of whom travel from their provinces of residence to the one hosting the event.
