THE SPEECH BY THE REPRESENTATIVE OF DIPLOMATIC CORP ON THE SADC WEEK
HELD IN THE PROVINCE OF CABO DELGADO FROM 09TH TO 17TH AUGUST 2019
Let
me start by expressing our profound gratitude to the Government of the Republic
of Mozambique, and by extension thereof, the Cabo Delgado local Government
authorities, for the warm hospitality and courtesies that have been
extended to the SADC Group since our arrival in your beautiful city of Pemba.
Your
Excellency,
we are gathered here today to pay tribute to
the
existence of the Southern African Development Community (SADC), and to mark the
commencement of the 39th SADC Summit, currently taking place in Dar
es Salaam. SADC continues to make leaps and bounds, in advancing and improving
the livelihoods of its citizenry and advancing its common agenda for the region.
Your
Excellencies,
Distinguished Guest Ladies and Gentlemen, it is imperative that as we forge
ahead as a region, in light of our Regional Indicative Strategic Development
Plan (RISDP) and the Strategic Indicative Plan for the Organ (SIPO) and its
related elements thereof, including the Industrializations, Strategy and Roadmap
(2015 – 2063), as well as its Action Plan, Regional
Integration
as well as trade and investment issues, amongst others, we should as SADC
countries, take collective effort, share experiences, expertise and technology,
to ensure full implementation of these development orientated
strategies.
In
this regard, the Government of the United Republic of Tanzania has adopted the
main priority for its Chairmanship as industrialization in line with the SADC
Strategic blueprint and the revised Regional Indicative Strategic Development
Plan of (2015 -2020) which frontloads industrialization as the overarching
priority for the region and it is only through technological and economic
transformation that the aspirations of the founders of SADC can be achieved. As
a Region we need to significantly increase the industrial capacity by promoting
manufacturing and value added products from agriculture. It is therefore the
interest of our region to ensure that Youth who will be the leaders of industrialized
SADC we envisage are equipped with necessary tools required to govern Industrialized
Nations.

Highlights of the Speech delivered by Her
Excellency Ana Flávia Azinheira, Deputy Minister of Youth and Sport, in Pemba,
on 17th August 2019
1.
Greetings,
with special mention to:Ø His Excellency Júlio José Parruque, Governor of Cabo Delgado Province;
Ø His Excellency Henriques Bongece, Deputy Minister of Sea, Inland Waters and Fisheries
Ø Your Excellencies the Heads of the SADC Diplomatic Missions;
Ø Ms Joaquina Nordine, Administrator of Pemba District;
Ø Members of Government of Cabo Delgado Province;
Ø Mr Florete Simba Mutarua, Mayor of Pemba City;
Ø Population of Cabo Delgado Province;
Ø Representatives of the Media;
Ø Invited Guests;
2. Pays homage to His Excellency Filipe Jacinto Nyusi, President of the Republic of Mozambique, for his role in bringing peace to the country and in seeking solutions for the development of the country and for the well-being of the population.
3. Thanks the Government and the population of Cabo Delgado for the hospitality accorded to the delegations that visited the province during the commemorations of the SADC Day.
4. Thanks the Diplomatic Corp for having chosen Cabo Delgado as their homes, transforming Pemba City as the Capital City of SADC diplomacy. A special mention of the presence of the High Commissioners of Botswana, Kingdom of Eswatini and South Africa and the Counsel of the United Republic of Tanzania.
5. Congratulates the youth for their International Day celebrated on 12th August. During the week, the youth held their 4th National Meeting which was honoured by the presence of the Head of State.
7. Mentions that SADCC was created when Namibia and South Africa were still occupied by a racist regime. After the attainment of their independence, SADCC was transformed on 17th August 1992, as SADC.
8. The theme of the celebrations in 2019 “Empowerment of Youth in Agriculture towards Food Security” is a call for the youth to reflect about their role to make the same theme a reality.
9. The youth is urged to play the role based on the ideals of the founders of the Organization in order to overcome the challenges that still resist such unemployment.
e) In agricultural
mechanisation programme, more than 100 million Meticais for projects geared
exclusively to the youth, where poultry farming and horticulture are the most
privileged areas.
f) The above
initiatives aim at ensuring that the Mozambican youth has opportunities to
start agriculture that makes a difference in the transformation of agriculture and
subsistence for market-oriented agriculture.
g) Young people are
urged to use the above opportunities to contribute for the national development.
These initiatives are for youngsters and it does not make a sense the country continues
to complain about unemployment.
h) Finally, thanks:
ü Staff from
Ministries, provincial directorates and from other sectors who participated in
delivering talks, lectures and other information about the SADC Day in all the
provinces, and in some cases, in the districts.ü The Media
ü Drivers and supporting teams and lodges and hotels which provided accommodation.;
ü All the students and journalists who participate in the SADC Secondary School Essays and Media Awards, respectively.
i) Declares the SADC Day celebrations officially closed.
